DIMAPPP (Digitizing Implementation Monitoring and Public Procurement Project) is the new flagship public procurement project for the Government of the People’s Republic of Bangladesh (GOB), financed by the World Bank.
DIMAPPP aims to reform Bangladesh’s Public Procurement System, thus improving efficiency, transparency and accountability. The overall purpose is to improve Public Procurement performance and capacity for implementation and monitoring of development programmes and projects, under four components.
The Capacity Development and Professionalization (DIMAPPP-CDP) component is managed by the Central Procurement Technical Unit (CPTU), part of the Implementation, Monitoring and Evaluation Division (IMED), of the Ministry of Planning (MOP).
The DIMAPPP-CDP component has three objectives:
i. Enhancing capacity of selected public sector agencies (SPSOs) by implementing a comprehensive training program.
ii.Developing and implementing an accreditation program with different tiers of professional certification.
iii.Improving procurement capacity with institutionalization at SPSOs.
The International Training Centre of the International Labour Organization (ITCILO) is managing DIMAPPP-CDP on behalf of the CPTU. This CDP project comprises five main areas:
A. Improving Procurement Management of selected public sector agencies (SPSOs), Implementation Monitoring and Evaluation Division (IMED) and Central Procurement Technical Unit (CPTU)
B. Procurement Professionalization/accreditation Program
C. Comprehensive Procurement training program
D. Further Policy Reforms
E. Improvement of the sustainability of Engineering Staff college Bangladesh (ESCB)
